Could I use Facebook and Twitter to outbound?

Wonder how many messages I could send before getting banned? Or just be reported by someone?
I'm not sending tons of emails. Only to those companies have less than 10 employees and too lazy to write emails.

You are better of emailing. I have found LinkedIn to be a great way to touch based with end-users

But they have to accept your connect first.
I came across this game company which had no contact info, no team page, nothing on hunter.io, no linkedin but they had fb page and twitter. Guess I need an additional account to do that.

Facebook is good for free advertising but not very effective to find real buyers...

I've used Twitter in the past, don't think it's great for finding endusers.

LinkedIn and Outbound emails are probably best.

I occasionally feature domain names on Twitter. If you do so I think it is important to make them attractively presented. Also, although some on Twitter use it only for promoting domain names, I think this gets tired fast and people will stop following you. I think if you have a mix of interesting and valuable content, with the occasional featured domain, most people will accept, or even appreciate, that.

I have not yet used LinkedIn for domains but see that potentially it could be very valuable, and know some on here that use it effectively.

For a non-domain purposes I have bought Facebook ads a few times with mixed success. It is effective if you want to market to a specific demographic, and as such it might be good for geo or specialized type domains.

Twitter & Facebook are there to make your presence felt, but as far as my experience goes they don't bring in sales, just likes and retweets. LinkedIn seems to be a better approach to end users if you approach them in a pro way.
