Some data will be private under RDAP and it is possible to request it if there is a good reason to do so. Some ICANN registrars are continuing to run WHOIS services along with RDAP. Eventually, WHOIS will be dropped.
What happened with WHOIS has been an unmitigated clusterfsck. There was a lot of pressure to restrict data and the GDPR regulations didn't help. A lot of registrars took that as an opportunity to put as much as possible behind a redaction notice. It may impact some websites providing WHOIS data. There is software that can be used for RDAP lookups and RDAP is very well documented. The WHOIS service didn't allowed tiered access (some people having access to more data (Law Enforcement Agencies etc). RDAP does.
