so i am wondering is .in or other country domains a way for a country to drum up money for economy?
Small countries like Tuvalu (.TV) and MonteNegro (.ME) certainly seem to see this as a major source of revenue, nothing wrong with that as far as I can see.
think of how much money invested are spending on domains, you think for example the money from domain sales in India will be used to build the infrastructure? sitting here looking and reading about what people are thinking buying .ins and saying hmmmm...

Would build you 20km of road at most, if you're thinking 'traditional infrastructure'.
Heck, there are apartments in Mumbai that cost more than $20 million and quite a few of them at that.
However, this same $20 million a year can be used to supplement ecommerce thus reducing the requirement for traditional infrastructure.
This benefit is already in the billions of dollars per year, $20 million is chicken feed.
Domainers tend to have an inflated sense of worth of the domain business, let me tell you that irl I've seen local retailers that do more business than 95% of the individuals and companies involved in this industry.
And there are heck of a lot more local retailers than domain investors.
