I believe Zeeblo is advertising in on this forum in the web hosts offers/requests area for free hosting with cpanel. Don't know anything about it though.

I have just set up an account with zeeblo.com.

They have a forum, and give free hosting if requested. I have just started to create my site, and so far have not had any problems.

They have both Cpanel & Fantastico, and offer 100mb free. It's a good place to get started at least.
