When does a deleted domain become available?

I am trying to buy a domain that was purchased by a taster. Assuming the taster does not like the domain and deletes it, does domain become available for registration immediately after deletion or not?

For ex: if the domain was reged on the 11th of April at 4:30 AM UTC and is found to be not profitable it will be deleted on the 16th at 4:29 AM at the latest to take advantage of the reg fee refund right? And will it become available for registration at 4:30 AM on the 16th?

Yes, it will be available imediately after deleting.

You can reg immediately after deletion. Usually they drop within 2-5 days.
