When can I sell a domain after transfer?

I am in the process of transferring a domain to Namecheap

However I am bewildered by the replies I got from their support and online support

Can someone experienced help me?

Fact #1: Cannot do a transfer within 60 days after transferring to Namecheap

Fact #2: Can sell the domain once it is transferred

Question: Isn't the two statements contradictory? Surely a sale means a transfer to another person right?

not always the case the internal domain transfer (meaning to another member of namecheap) can be done even after you regged the domain without the need to count 60 days, but if you do transfer to another registrar you have to wait that number of days.
