discuss What is the difference b/n bids and offers

I think I know the meaning of the words but what is the obligation if you bid or make an offer?

If my bidding wins then I have to buy the domain right? What if my offer is in the top? Am I obliged to buy that domain?

Besides how can you follow offers if you can’t check them? Or is it just “give your offer blindly and wait” thing? Thanks.
