I had my stats re-adjusted to 50% less too. Must have been some stats error which they corrected. I have never bothered about referring anyone to PP simply because a "referral" means you are referring someone whom you know personally and can vouch for them. Or else you are kicking your own revenues by allowing someone into a system, who may decide to use fraudulent means to earn revenue. This might result in feed providers lowering their rates for that parking company. Bodis is a good example here. As a result, many innocent people get affected with lowered CPC for no apparent fault of theirs.
Another point is, most of the people referred might not be making more than a 100 bucks a month. A 3% referral is 3 bucks each month. I wouldn't really throw away a good steady EPC from a parking company for 3-5 bucks a month. Imo, its pointless blasting referral codes to anyone who asks for it, unless you really feel they are genuine or know them from your interactions on the forum or elsewhere.
