Web Template Design Contest (+Coding)up to $40 prize

I want a site basically like crazy4mobiles.com and mobilechecker.com

I want a main homepage template, and then one with just the menu at top and header, and space in middle and then a footer at bottom.

The main bits i want on the template :
Spaces for
1. Top Deals
2. Latest handsets
3. Popular Handsets
4. News
5. 4 or more Drop down menus

and then i want a nice menu system at the top.

Colour Scheme. The 3 blues in this logo and black

Prize will be $40 if the template is coded and iframes added.
$30 if template designed and coded
$20 if just template design itself

Note: I have hosting myself.
