Urgent! .ca domains...which registrar and best price? Advice needed fast!!

Hi guys, i need some advice on the best place to register a .ca domain? Pricing is of course also something to considder since i see substantial differences with various registrars.

Which to choose guys?

Can i someone from Europe namely the netherlands register a .ca domain?
Since i just noticed this on enom's website:

Canada's ccTLD. There are additional contact attributes required for the Canadian ccTLD.

Only if they have a "presence" in Canada.

Dammit, anyone know of a proxy service that i can use?
Something in the order of what Hostway provides for .eu domains:

Natural persons resident within the European Community.*If Registrant does not have local EU presence, a proxy service may be provided by DomainPeople where permitted.

the europeregistry.com offers to act as a presence for most restricted tld's, but they are expensive to reg there
