I would appreciate some feedback on the name itself for value. It is a premium at $500 with enom.

Any idea for best scripts to allow user generated content for the site for development? I have no coding background at all but am thinking about development with this one or a quick flip / partnering solution.

If you have a plan for that,then it is worth every $.
I was after tutorial based domain but I bought few other premium domains for less and I'm developing systems for them, so this is on the bottom of my list for now.

Tutorial.tv is perfect and right to the point because no explanation is needed. It plays nice with TV extension and I bet search engines like it as well.

it is pricy tho...$500 is a lot, so without solid idea and bag of money, I wouldn't touch it.

I do not think premiums make for a "Quick Flip" - As an investment you have to be prepared to:

a) take a loss

b) renew at least once.

If you are not ready to do either than you better develop it so there will be value no matter what happens.

That aside the name is great, I dont think it is too pricey for $500. Subdomains could be nice photoshop.tutorial.tv or anything really. Owning and selling a premium is dependant on how well an enduser could develop the name, and I could see your name as an enduser site.
