This was on the tucows public domain list, I've already found a few prime domains pending delete at Network Solutions that can't be backorderd at snapnames. They just aren't listed, even when the domain is requested.

Yes we do. The after-market for domains is changing rapidly this year
and we're reassessing how we handle expiring names to make sure that
our customers (and Tucows) benefit from these changes as much as
possible without losing site of your customers who buy and own domains.

I'm not sure how long that trend will continue. Because auctions are
dominated by domainers and would-be-domainers they reflect a very
different perception of the value of names than the average consumer
or small business owner would. I think the after-market is waking up
to the fact that it's just been selling to itself and that the bigger
opportunity is selling names to "real people". Call it selling
retail vs. wholesale.
Expect a series of announcements this summer that reflect this new
thinking. ........
