advice Topcoin Block chain rewards program?

Anyone know much about this program or what it's potential future value is? All my Uniregistry Topcoins will be transferred / converted over to the new Topcoin at a rate of 2x

I also see that you can buy blocks of 1,000 at a rate of $0.10usd

any info would be great.
