Time frame for trademark owner

Before every new extension official launch they will set a time frame for trademark owner to register their name. If they don't do it within the time frame then anyone can register it. Is that correct? Please correct me if I am wrong. Thank you.

I'm not familiar with the time frame aspect; however, I know that usually one exists. You may want to try posting in the legal issues area of the forum for more of a response.
