Testimonials Rotator (A.S.A.P) & Email Form

I'm looking to add a testimonial rotator to my site, basically what I want is say a text file in the web site root and a script that will pull these say 2 at a time and display them anywhere i put a code to do so,the page is html, every visit or refresh of the page brings up 2 more and so on, I have one called automonial I tried but in IE it has a white bg around it that I can't get rid of, so if anyone knows of a script that can do this or can create one for a fee then pm me with a price...A.S.A.P

I'm also looking for someone to take my contact page and make it work, i.e create the email.php that it uses to post etc...
