TDNAM try to add one-year renewal fees to the bid?

I tried to bid a domain in TDNAM, and see the following notices. Does it mean TDNAM will charge one-year renewal fees? The domain will expire in Nov, 2007, and now it needn't to be renewed at all. I bid in TDNAM before, but there is no such renewal fees requirement. What is wrong with it now?

I understand that my bid is a binding contract and that a $19.99 one-year renewal (from the end of the domain's previous registration period)will be added to the bid, if successful. I am responsible for payment within 48 hours of auction close, or the form of payment I used to purchase my TDNAM membership will be charged on the third day following the auction close. The domain will transfer to me less than 2 weeks after auction close unless reclaimed by the original registrant (in which case, I am entitled to a full refund). I also (i) acknowledge that I have read and understand and (ii) agree to comply with and be bound by GoDaddy's Universal Terms Of Service

Is the domain listed by a seller, or is it an expired domain?

If it's an expired domain, then the "true" expiration date is still November 2006 - GoDaddy is attempting to auction it off before the domain enters redemption period.
