Am I right in that nowadays the domain holder has 1 week to redeem ($80 fee) domain (vs 2 weeks previously) after end of auction - even if it was bid on and won by someone?

You are correct. Recently TDNAM changed when the domain was auctioned. They basically auction the domain name off later in the redemption period now, giving the buyer the domain quicker and giving less time to redeem.
In these cases you just need to stop bidding and start contacting the owner with an offer to buy if they redeem it and transfer it to you More than likely this happens a lot.
