I agree with alot of that, i always take the paid route although i pick up alot of natural links anyway. Although google do say you can be penalized for buying links i think it will be a while before they can actually fully conclude wether its a paid link or a non paid link so i dont worry about that. You can be penalized for picking up to many links wether paid or not.
Some of the best paid directories id reccomend people using are, uncoverthenet.com, wowdirectory.com, site-sift.com and skaffe.com. Although i
also purchase links on yahoo but if your put off by the price the directories above are only around $40 each and are definately worth it.
Article submission is very good in getting you backlinks if you write quaility articles, but with so many people now hiring article writers and so many going around its more difficult to actually be successful in this.
Id still say the paid route is the better, as your getting guaranteed relevant one way links. Youll also find most free directories or sites your link exchanging with will be full of other outgoing links which can make it pointless in ranking terms.

Would such textlinks be useful at all for SEO, as compared to one that goes directly to the advertiser, like so:

Well that link has no anchor text, so it would not help in ranking anyway as there is no term for it to rank for just a url. But it wouldnt help anyway as its not a direct link. You would want a link that looks like:
<a href="http://www.siteaboutbluewigets.com">Blue Wigets</a>

ok, but what if it were:

a publisher like this steers all traffic to an exit script - possibly for click tracking. Would above link be useful for SEO?

Nope, as its not direct. If your looking to improve your rankings then links like these hold no benefit. There usefull for click tracking like you said.

Sitebroker is right.

Your domain is just an argument in the url, not the actual target of the link, so I don't think it would be worth anything past the traffic it generates... (which is really what we all want anyway isn't it?)

Buying textlinks can give a certain value on your link building efforts but it seems that it's difficult to buy textlinks from sites which are relevant to your content. And there are many bad brokers in this industry..

Buying text links isn't encouraged by search engines. It may harm our rankings if we don't set about it correctly. Besides the PageRank, there are other factors to take into consideration such as: relevant links in this page, how many links in that page, whether the link is static, whether this page closely related to your site's content, the position of the link, the structure of text link (anchor text)...
In addition, PR of your friend's site may influenced by other factors (i.e: it has been penalized by Google).

if google find out that a site is selling links for PR then they can manually adjust the index so that the site no longer passes page rank. It has happend to quite a few high profile sites.

Best way to ensure your bought links pass pr is to buy descretely and not to shoot for a site which has a page rank much higher than yours. If you competitors can see that your have a PR 9 site linking to you and the rest of you links are pr 3s and pr 2s then its gonna raise suspisions.
