Small Claims Court

I paid for an item via paypal and did not receive it. I spoke with paypal and they informed me I only have a few days left to file a chargeback. They also informed there are no guarantees I will win because emails will not hold up.

The seller is in another state. If I loose in paypal I will file a claim in small claims court. Does anyone know how to go about this being he lives in another state?

If he lives in another state your jurisdiction is a problem. If you et a victory you will need to take the court order and apply it to the other state. It's lots of work actually. How much money is it
