The site listed above is simply a modified licensed vBulletin forum: www.vbulletin.com or you can go with a license free forum: www.phpbb.com The later of the two has plenty of style you can integrate into your forum just buy a year of php hosting and a domain name and plug and play. I personally use www.cleverdot.com because of there basic hosting/domain name registration package. great support and uptime too.
