First, the answer for your boss is simple: PR is useless, senseless, meaningless and does your boss no good whatsoever. The whole PR hype is overrated and assuming your boss is interested in making money, forget you ever heard of PR.
How Google (and other search engines) determine search results depends on thousands of factors: keyword density, keyword placement, keyword relativity, back links, internal links, domain name, domain age, anchor text, page title, etc etc. Did I forget Pagerank? No. Your ranking does not depend on Pagerank. Pagerank depends on all the other factors.
The steps you should be taking is:
1. Optimize your website for the above mentioned and all other factors. That's what SEO is. A good place to start reading about SEO is the book "Search optimization for dummies", no offense :hehe:
2. When your website is optimized, has interesting and fresh content and appeals to visitors your traffic will start to grow.
3. When your website gets noticed people will start linking to it, bookmarknig it and telling others about it which again will increase traffic.
4. The fresh content, relevant keywords (that you optimized for) and growing amount of links will help your website rise in search ranks.
5. Your PR will rise because Google sees your website as relevant
because of points 1, 2, 3 and 4.
So: Put effort into building a good website -> traffic grows -> Your PR goes up showing that Google "likes" your website
NOT: Build PR -> traffic grows -> Have a good website with no effort
AND NOT: Buy traffic -> PR magically appears -> You have a crappy website with a bunch of fake traffic.
Buying traffic or buying PR is like buying a trophy for a race you didn't win.
