I prefer US based registrars.
This type of card is accepted in Turkey, India and South Korea.

Are there trusted Indian Registrar?

You are pretty much limited to one of the registries in Russia. Not sure if they offer good wholesale

101domain is an ICANN-accredited registrar from Ireland. They run a number of localized websites, including one in .ru tld (101domain dot ru). Maybe they accept this card on their Russian website. I never used 101domain, so cannot say anything extra...
