Reviews site... where to start?

I'm thinking of starting a reviews site. I'm not going to say which area, but lets just say its not video games. How do these sites start? Do people actually buy a lot of stuff and review them?

Half The reviews Steal Their Reviews from other websites...Easier
Otherwise They Ask Their Visitors/Members to Do their own review...(They Then edit and Put them on the website.)A little less Easier but Doable if You've got Enough Members..
Buy Content from Content Websites...
The Last Option is to Review it yourself..

A lot of times if you contact the company, they will send you free products so you can review them. However, I think they only do this with larger more established websites/publications. You can always ask though, as it is a whole lot cheaper than buying everything to review, or renting it...
