I have received an email for abusing registering process by making 11 calls to register a dropping name. Are 11 calls too much?

Below is the email I received:
Hello,

In past 24 hours, we have noticed that there have been Invalid Domain Registration Calls made from your customers, Customer ID: XXXXXX (username: XXXXXXX). These calls were made in an attempt to register an already registered domain names. There have been 11 attempts to register various domain names without checking for its availability. Such a behavior is unacceptable.

If these calls were made to backorder a domain name, please note that our system is not to be used for back ordering; there are service providers like Pool.com and Snapnames.com for this very service. Please contact them to get your domain name back ordered.

Please inform your customer to refrain from doing this in future. If this does repeat, we may have to take strict measures against the customer.

If ResellerClub believes 11 "calls" is too much, then that's what they believe. At least they let you know rather than immediately "take strict measures".
