Registering other people's names

Can someone tell me what the situation is regarding registering famous people's names if they haven't bothered registering them, - in order to create a fan site, not to sell it back to them

As a fan site, you can't monetize, once you do you open yourself to all sorts of legal trouble at least from what I have read. So why bother?

I guess the only reason would be to hope they make an offer on the domain, but if they have a half decent lawyer I would not expect a high offer, more than likely a wipo/udrp.

you can monetize indirectly-- through links, ads of your own sites, etc. i think.

Thanks for the info. - I decided against it in the end, although I have noticed that there are famous names that have been registered and parked with a 'buy this domain' banner etc... It seems strange that this person who is quite well-known would not have registered their own name and the .com is still available - but it may be more trouble than it's worth for me to register it.
