Unlike the email said there was no attachment so I have no idea of what's the complaint.

1. Is there a way to check the complaint online?
2. Note that I'm not a US citizen.

Sounds phishy to me. Also, the email has a few grammatical errors that I don't think the DOJ would send out.
EDIT: did some research, the IP belongs to an asian server company most people use for warez and phishing sites. "APNIC"

Me too.
Tried to reply anyway and there were No MX or A records for usdoj-complaints.gov

So I just don't understand what was the point of this email.
No way to reply.
No link to click on.
No attachment.

Just got me scared for a minute.

Did you click on any link in the email? If so, you should scan your system for malware.

No there was no link or attachment.

I will still run my antivirus just in case.

You should run AdAware or SpyBot, too.

Delete the email while you're at it.
