Sounds like a Bushism, but it is apparently a word according to dictionary.com, although the FAR more used term per OVT and Google is punitive (i.e. "punitive damages" meaning an amount of money to be owed in order to punish the entity being sued). There is barely any OVT for punitory and the Google results are not even into 5-figures. You might get lucky and get a decent sale with someone that uses that word instead of punitive, but I think you'd probably be looking at low to mid $xx otherwise. It IS a dictionary 1-word .com though, so you've got that going for you. Good luck!
