PHP - MySQL site needed

Hi there, I posted this project to Elance but was not happy with the responses I got. The site is for www.ineedanewphone.com and basically it's for users who want to buy a new mobile (cell) phone but are not sure what to get.
Users enter the data of what they want on a form (make/model preferred, max price, preferred carrier etc) and then phone suppliers can view the 'leads' in a separate section of the site. They can send their best offer to the customer using a html email (via the site, no email exchanges to combat SPAM)

Hopefully I can get this done for a couple of hundred bucks. There are very few pages, but the will require a bit of DB coding.
