Looking for php mysql programmers

Hi I want to start a site where users can send in there zip code from there cell phones and get a list of restaurants that are having deals in there area.

I want the website also able to have a thing where restaurants can submit deals... all user generated.

It would also be nice to incorporate google maps or similar service to get directions to there phone or from the computer
