Like you know, paypal expand its activities to other countries like my country Peru.

I was really happy to get a verified paypal account:
peruvian - verified
was so cool

Now I have a problem:

I cant request money :

Your Account May Only Be Used to Send Money
As a PayPal Send Only account holder, you are not permitted to receive funds from other PayPal account holders.

PayPal is constantly working to expand and improve services for our customers. We hope that we can enable you to use more of our award-winning services in the future.

so I cant recieve money.

I tried another way, like my account is verified and I allowed paypal to pick up of my debit card $1.95 dollars. I try add funds option.

Add Funds

Once you add funds to your PayPal account, you will not be able to withdraw those funds. Please add the exact amount you need to use.
By adding a checking or savings account, you can transfer funds from your bank account to your PayPal account using Electronic Funds Transfer.

Looks ok , because I have a bank account :lala:

but D-:

Transfer Funds From a Bank Account in the United States

3-4 Business Days Free

I forgot to say that Im peruvian?
and I live in Peru?

Well , When I signed up to get my paypal acccount I fill all blank spaces
I wrote Peru like my country, also mi peruvian address and my peruvian phone number.

SO Paypal knows that Im peruvian.

Now, how is possible that paypal give me like unique option : "Transfer Funds From a Bank Account in the United States"

is a joke?

In sumary:
I have a paypal account
Im verified and my account is Premiere ( so cool )

but any of you have an idea about what can I do with this premiere account.

I cant add funds because I cant recive money from other paypal accounts users
I need a USA bank account to add funds

BTW my paypal account has " 0 " zero dollars

But, This is the most important part

I can send money using my paypal account.

I think is not possible to send " 0 " zero dollars right?

Well, I live in Estonia and because of that I have also send only account (PayPal just hates small countries). Send only account basically works so that you add your credit card to your PayPal account and funds are taken directly from your credit card every time you make a payment. I am not sure why you have this "Transfer Funds From a Bank Account in the United States" option, I don't have it, probably because I am in EU and we have a bit different rules here, but I guess you won't really have to worry about it as long as you don't have a bank account in U, S & A

As I said in other topic, in some country you can only send money from your credit card thru Paypal, you can not receive money, can not withdraw... So, I am not surprised at all.
If you have an US bank account, you can do that easily.

Why do you need a US bank account?
In europe, paypal works quite different from US paypal.
The account you have now basically the same as for US resident except for sending money or add fund because you don't have US bank account.

For sending money paypal, you must use fund from your credit card. So, even the balance = 0, when you send money, it will charge your CC.

I just have one option to add funds:
have a USA bank account and use that to recharge my empty paypal account

You don't need to add fund. When you pay for something, Paypal will charge your credit card. That's how it works for my country

Do you know something to buy using your method?
I want to test it

Just buy whatever accept paypal, like buy NP$

Note: For US paypal users, it works the same. When paypal balance is 0 or not enough for payment, paypal will charge automatically from bank account or credit card as your choice
