PayPal emails in French?

I look in my inbox today and guess what an email supposedly from Paypal in FRENCH!? I mean WTH i cant fluently speak or read french but enough to say
"Je ne suis pas francais" (which is i am not french).

I read as much as i can and kind of guessed they wanted "more" information about me, just to make sure i translated in google and found that my account was "limited" and that i needed "complete" some steps to delimit it.

Then i saw the url which led to:

http://clicktv.nl/*******/albums/2008/paypalfr/cgi-bin/webscrcmd=_login-run/webscrcmd=_account-run/updates-paypal/confirm-paypal/webscrcmd=login_access=**********=Processing.htm

(the stars are used to protect people but at the same time tell them how it looked) which is not paypal.com and the word "album" kind of told me its a phishing archive site which seems really realistic with the reproduced url.

now should i make fun of these guys and send them fake credentials or should i send it of to spoof[at]paypal[dot]com

the email was sent from securesuite.com which doesnt exist

Nous comprenons que cela peut etre un inconvenient, mais sil vous plait comprendre que cette limitation est temporaire pour votre protection. (ID de votre dossier pour cette raison est PP-136-124-102.) Comment puis-je retablir l'acces mon compte? Sil vous plait visiter le Centre et de la resolution complete des mesures pour supprimer les limitations. just as an update this guy/gal has been emailing me in several languages not limited to english, german, chinise, japanese and hindi

of these languages i can understand maybe 2 or 3 if i am awake
