I'm assuming you mean cc.info .biz etc. Icann has them reserved. .com .net and .org cc's were taken before the registry reserved them all. If one drops now it can't be re-registered.

The names were reserved because of concerns about possible technical limits on the sizes of registeries. Those issues no longer exist and these will be auctioned off shortly. Expect single character dot coms to go for $10M upwards.
