Appart from the obvious cost you would need approval from ICANN for the extension and a well known entity to manage the extension, i'm not entirely sure you have any idea of exactly what is involved in setting up a new extension id also imagine the costs would be huge, unless you have the expertise, financial backing and support from other entities you would need for such a project?
