Contact the user and try to work things out.
Otherwise, PayPal will probably send them their money back.
Search "PayPal" here for other people's experiences, or go to paypalsucks.com or fool.com for the forums on paypal chargebacks, etc.
Best of luck, but I'm afraid you might be SOL.

For transactions of any size, most of use an escrow service such as escrow.com or sedo.com or moniker.com or... (You get the picture ;) ).
PayPal is just to easy for fraudsters to thrive in.

the domain whois is a good proof, if it changed after the time of the purchase, then that's it; email transactions verifications that the domain was transferred coming from your registrar is also a valid proof (make sure to include full email headers)

most of those information I told you about are to be emailed automatically to your email, if your domain has changed dns, it will email you, if your domain is transferred to another owner, it will also send you a verification email to click and approve on, without those a transfer is not possible. Im talking specifically about godaddy.com as registrar.

best thing to do with paypal when selling is get very descriptive in the transaction box, example....

this sale includes the domain name yoursite.com and no website included, no refunds on this purchase period, domain name as is, new owner is john doe, whois lookup change will show user has gained control of this domain.

this would happen from your end, send the buyer an invoice for payment with any terms included, then you can show he agreed to terms and paid it, paypal could compare whois to his paypal account information to confirm as well, whether they would do this or not I'm not sure, plus they could always go private registration to make it a hassle, best advice if doing any large transaction use escrow.com where you can definitely explain terms and send them invoice, not as good fraud protection at paypal, the email idea above is good as well, but I'm not sure it says who it was pushed or transfered to, just confirms a push or transfer was made, don't remember once you push or transfer a ton it becomes habit and I forget what they say.

Well explain Paypal the WHOIS information. If the guy still has your old WHOIS, then initiate a domain transfer.
