As a rule, I have read many times that dashes generally are to be avoided in domain names.

However, is it considered a good buy if I have found a 3 word dot com name, with an exact phrase google search with 1.69 million hits?

The domain is... name-name-name.

Is this a waste of a reg fee, or do such big google returns make it worthwhile? I will not be developing the site, rather parking it for resale.

I would appreciate an opinion.

You won't get much by way of parking revenue with the hyphens in the name. Your best bet would be develop a site around the name. It would increase it's resale potential substantially.
