Need a personal proxy on Win 2003

I need to setup a personal proxy which will be protected either with a password or with IP origin. It has to run as a service under Windows 2003 server and it can be managed from the web once installed. Looking for month to month terms so If anyone can do this let me know and tell me your network IP and DC location. I prefer something in the UK at BlueSqaure but could consider other locations. This service will consume very little CPU and ram you can hardly notice it. Please PM or leave a reply.

I can do linux. Why do you need windows?

Because the proxy program I used before works with Windows only and I can configure it exactly the way I want and besides I'm not familiar with Linux. Now If you're a Linux wizard and can install Squid proxy with my needs I can do that for sure but you have to really know Squid.
