Need Host For Proxy

I was recently with the host xzorbix but then they shut down my proxy site because they said it wasn't allowed. I am still using them for my other sites because of their great service but i need a host for my proxy.

I am looking for a host with cPanel, Unlimited Add on and Parked Domains, Minimum 500mb space, minimum 50gb bandwidth, PHP, MySql and a few other features that are normally included.
My price range is $3 and under a month and I can only pay by paypal.

If you cant meet these conditions but still can host a proxy then please post your terms anyway
