Namecheap and PayPal payment problem

I received 100$ from Namecheap on my PayPal
but PayPal hold my money and want to "Provide proof of fulfillment"
so what I do now?
how can I fillup this?
please help me

or contact paypal support ask them to explain in detail what they want
