MUST use certfiedofferservice.com...BS!

So I find a domain expiring soon. I e-mail the owner expressing my interest. I get the following sentence back:

"If you wish to make an offer for this name, you MUST use
http://www.CertifiedOfferService.com."

Hmmm. Never seen this before. Well, this NetSol product would cost me $19 (no refund) and it doesn't guarantee a response. So forget that! I e-mail the owner again and he sends the same 1-sentence response. I tried phoning him, left a message with my e-mail and later got the same 1-sentence response in an e-mail yet again!

I've never run across this before. Has anyone else?

Is it a decent name? Maybe they figure anyone serious about buying it, has $19 to blow? Who knows. I wouldn't spend $19 to make an offer on any domain. They obviously don't want to sell it
