In the past, .lu was able to be registered only by those with an address in Luxembourg. That restriction was lifted in the recent past (some years ago). The number of domains registered under .lu is very high in comparison with the relatively low amount of inhabitants, so the ccTLD is definitely a success.

When it comes to language you have to keep in mind that Luxembourg is home to international organisations, and that the expat population is very large. So with good keywords, English language domains will do well locally too. French, German and Luxembourgish are all very widely spoken by natives of Luxembourg, so any good words in those languages will likely be a success too! But for sure, English is widely understood by many people in Luxembourg, the number of expats is quite high.
