Preferably price range is low $xxx (design+code) Unless what i want is very fascinating(full flash design) i will pay mid $xxx.

upto $99 for design and coding??? I think you may struggle even to a good company based in India and china to pitch for work from you.

If you increase your budget you will get good
Quality developers that you can trust pitching to you. The more that offer the more you can drive the price down.
