ICANN clearly allows for (60 day) transfer locks to be removed. Any registrar claiming differently is not familiar with the rules as set out by ICANN.

Sadly, many registrars do not allow to opt out of a 60 day transfer lock. I am in a situation whereby the ICANN verification email delivery failed, triggering a change of registrant email address so that it could be delivered, which in turn triggered the 60 day transfer lock, which the registrar refuses to lift.

So other namepros may be duly informed, I propose to build a list of domain registrars who do not impose and/or allow the transfer lock to be lifted on request.

Let me start the list:
Dynadot: automatic allowing of transfer
internet.bs: manual allowing of transfer

Can be opted-out with most registrars.
Just method differs: via settings in your account OR by request to their team.
Some registrars opt-out you by default.

I recently sold one at Porkbun that was allowed to transfer even though it was only a week old.

You can opt out in your account settings.
I guess, this is just standard lock option (clientTransferProhibited) @namesilo account settings.
Not "60 days" opt-out.

It depends on TLD, the most important factor.
If transfer is locked by Registry - then internal Registrar's policy doesn't matter at all.

Yes, but they still lock it once opted out. On my account that is. I have opted out but still have to go through support for each and every transferred domain.
This opt-out affects only pushes from you to another domainers/buyers and WHOIS changes by you.
It has no any effect on the domains which were moved to you.

Overall, there are 2 types of locks:
1) after registration/transfer (another story);
2) after change of Registrant (asked by OP).

Maybe. So basically just about any user using Epic hasn't opted out as I have never received a push or transfer where the domain didn't get locked.

I really have no clue a to why/how they continue locking domains for no good reason. But I've been discussing that in the Epik thread so no need to go down that route again in this one.

I never tried updating ownership as the default owner records are correct and would never be in need to be updated.

I have asked a 100 times to flag my account to get rid of all these locks, I'm ID verified and what not but they continue to lock whatever enters my account.

It’s archaic done at the ICANN level.

Rereading your post...

It's not even ICANN who's to blame... It's actually the registrars. ICANN is pretty transparent about it imo.

They leave a lot of wiggling room to registrars. Registrars decide to oppose restrictions.

1st type is archaic and applied by Registries (Afilias and CentralNic TLDs), serverTransferProhibited.
So even if registrar allows you to transfer - no chances to transfer it.

To add to the list:
Namecheap. Automatically.
Epik if you ask them nicely.

They are stuck in the past.
need to make the rule universal, abolish it.

Might be easier to make a “Worst offenders”
Network Solutions (Please stop using them)
Bonus: All transfers away take 5-7 days.

Dunno about that. All I know is that you can opt out and it was enabled automatically for me. My account predates 2016 when the new ICANN regulation came into effect.

Works for both Transfers and change of registrant (pushed, updates) in my experience.
In 2019 I had such issue @namesilo when .online was transferred-in and I wasn't able to push it to the buyer, their system applied 60 day lock even per push.
I spent a few hours in their LiveChat to unlock and to push it.

Heard also some good about Dynadot from one other NP member and since I had this problem recently, I bought by first domain at Dynadot today. Will also move others to this registrar and see how the experience is.

I recently transferred a domain over to NameSilo, that domain is transfer locked for 60 days, i messaged them to see if this lock can be removed (incase i sold it privately within 2 months) and they made it clear (and i quote) "this lock cannot be removed" but said i would be able to push to another NameSilo account "if sold through their platform".

I will also add, they did clarify that the domain can also be pushed to another NameSilo account if i sold privately during this 60 days (after i messaged them about that), but this thread is interesting to me that registrars 'can' remove these transfer locks, so why did NameSilo tell me they can't?

@Grego85 That's the second nice thing I've heard about Porkbun this week. They also accept crypto payments.

Agreed. That's why you see a lot of mention of these locks. Support id still living in the past (pre '16).

And yes. Netsol transfers take a while, when you're lucky 3 days though but usually 5 days to the minute. Same goes for GD. They randomly seem to need email approval stretching a transfer even beyond 7 days.

I could not find how to update my original post in order to add names to the list. Herewith the updated overview based on the comments so far. Some redacting took place to make quotes less long in a more comprehensible list.
Dynadot: automatic allowing of transfer
internet.bs: manual allowing of transfer
Godaddy...
Namecheap. Automatically.
Epik if you ask them nicely ... I have opted out but still have to go through support for each and every transferred domain.
NameSilo ... this lock cannot be removed
(quote about NameSilo) You can opt out in your account settings.

Would be nice in the original post to highlight this:
Overall, there are 2 types of locks:
1) after registration/transfer (another story);
2) after change of Registrant (asked by OP).

Quoted from another thread : @tonyk2000 , Aug 7, 2020

"Com/net domain transferred: 60 days lock can be removed by registrar. They have no obligation to, but this can be done.
Com/net domain just registered: 60 days lock is set on registrty level. It is not removeable.

Org domains: 60 days lock applied by the registry to both new regs and transfers.

Other extensions: needs to be checked 1 by 1"
