Link to comcast.net personal webpage

as a comcast customer, I can create a personal webpage. If I link this personal webpage to my other website, do I get a good ranking (since comcast.net has PR7) or it does not matter?

(my personal webpage at comcast does not have much traffic).

This depends on the ranking of the page you are linking to. The page that is linking must have a higher pagerank than yours and should be at least a minimum of a PR2 or above.
