Keyword domain to develop - How many exact searches is best?

I'm looking to register some keyword domains to develop some minisites and hopefully earn some cash with.

My question is: when looking at the exact search queries per month, what is a good starting point? I have a couple that get around 5000 exact search queries, is that enough to start with? Or do I need to be looking for sites that have a lot higher queries?

5,000 is plenty I have done sites with as little as 1,000 it all depends on how easily you think you can rank near the top and also the pay per click that you will be paid. I like to make sure the cpc is over $2 on some minisites but I will go lower if I am building a small network of sites and I will be interlinking them.

Thanks for your help Brian. Yesterday I stumbled across an unregistered keyword site with close to 20,000 exact searches a month in a very specific niche, seems like a good one to start with.
