Thats what I put before deleting it as I was thinking about France.com trying to be taken by the French Government....made me hesitate as I do not know the ins and outs of what happened in that instance

You can reigister any country or city in .com. The problem is you wont find any available, any worth registering anyway.

There have been countless disputes for GEO domains, and pretty much always if it is a public place it is considered fair game. There might be some outliers with different circumstances, but it is not "illegal" for sure.

In this case the Queen was even judged as a reverse domain name hijacker. :)

I own a few, in fact a number of them in com and ca and have had lots of interest in people wanting to purchase them but no disputes.
Most countries reserve the names of their cities in their ccTLD so they do not have a huge need for the .com.

Most of the .com's I know of are used as forwarders to news sites of some sort or another.

Canada.com Toronto.com etc etc.

1. Google small-ish towns until you find one with a really bad domain name and stagnant static content (or, better yet, no web presence)
2. Launch the town's new site; SEO for various municipal keywords
3. Update site timely with developments/plans/announcements, link to real site when needed, generally be above-board and useful even if hard to explain, like someone who spends their free time picking up litter or something
4. Having lulled them into complacency, "officially" declare yourself mayor next election
5. Use municipal budget to buy domain from yourself

You can register them, but It’s only legal if you transfer them to me.

Glad I could clear that up for you.
