My buyer tried getting a paypal account in order to make payment but he kept encountering error.

Yes, of course. As long as he uses his credit card he can pay any PayPal bill without having an account with Paypal as long as you as the Seller do.

That is the beauty of PayPal. Actually, that is one of the things I mention on my response email to the interested party. I always send them a PayPal invoice, which I have customized with my company logo.
