Is inside bidding on backordered domains a problem?

I have heard rumors about companies who inside bid on back ordered domains when they go to auction. I am looking to back order a domain name with a .cc extension, which I feel I have a decent chance getting. Is anyone familiar with any evidence that inside bidding occurs on backordered domains?

Also, is anyone familiar with any free backordering site that allows backordering of .cc extensions?
