i believe generally an OVT score of over 10,000 w/out ext. is considered a good buy

Depends on how you're reading the overture results. Don't forget it doesn't distinguish singular / plural, and order matters as much as a fly on a cow's butt (That means nothing, but I'm feeling country this evening ).
For example, search "kitten"

So you'd buy eyekittenone.com ? Nah. (Although one eyed kitten.com is kind of cool AND it is available with an OVT of over 50k http://whois.domaintools.com/oneeyekitten.com )

Anyhoo, ovt by itself is for informational value, not enough by itself for a purchase decision unless it's decent OVT WITH extension.
