The Internet's key oversight agency has quietly authorized Iraq's new government to manage its own domain name, allowing for the restoration of Internet addresses ending in ".iq."

Let see if I can grab "MY.iq" - lol

As the authorization is only from some days ago there isn't a register set up yet (as far as I know). The National Communications and Media Commission, Iraq‘s telecom regulator has little information beyond a under construction page.
Seems, that there have been only a handful of ".iq" addresses assigned, and none currently work.

But the rules for .iq are basically:
Your company must be registered with the country's authority, and in most cases the domain name must resemble the company name.

Here is a Google search for all previuosly crawled .iq domains (short list). I tried running a couple of them through archive.org's Wayback Machine and came up with 0 results.

Good luck.

my guess is around $150 to apply for a domain just like the .jobs deal.. They do this to prevent domainers taking all the good domains and letting companies register their company names before squatters do

Actually I was trying to get one of these some 3 years back, so nothing new about it. :p Back then the technical contact was a company in Texas, so contacted them about the ccTLD and any possible registrations, but they refused to respond anything.

.IQ isn't new, it's just something that has been taken out from rottening in the closet. :)

And the killer one I was looking to grab was: testyour.iq. :) I'm sure could have become the #1 IQ testing website. But, oh well, with Saddam and stuff, wasn't possible. The Iraqi ISP Uruknet was BTW using .NET, so maybe explains why .IQ has been dead up until now.
