Agreed! I ran a logo design contest last September, and the entries were terrific. I'm in the middle of another contest now; more great stuff, at a very reasonable price!

I've run several design competitions here. For one of the competitions I ended up picking multliple winners instead of one (results at http://www.aardwolf.com/banners). For the rest, my only complaint was I had no use for more than one banner and had to let some extremely quality work go unused.

Namepros is an excellent place to get web banners at a reasonable price, if you don't mind your project being somewhat public before launch that is.
